VPD - Purse Larcenies

5 related incidents of larceny were reported to the Vestal Police Department between December 15, 2005, and December 21, 2005. On December 15, 2005, 4 vehicles parked at the Town Square Mall, Campus Plaza, Vestal Hills Memorial Park, and Texas Road House restaurant, were broken into and purses or wallets stolen. On December 20, 2005, a car was broken into and a purse taken from it at Advanced Auto on North Main Street. On December 21, 2005, 2 more cars were broken into at the East and West end parking lots of Rails to Trails along 434.
A credit card from one of the thefts was used at Circuit City in Campus Plaza to buy a $475 digital camera. The man using the credit card was a white male, heavy set, and bald on the top of his head, with dark hair on the sides and back. He was wearing a blue flannel jacket over a dark colored “work shirt.” The shirt appears to have a company patch or name on the breast pocket.

BPD Shooting

On the evening of February 1st, 2006 a shooting occurred on Binghamton’s North Side, wounding one man.At about 9:00PM on that date, three males, all wearing masks and dark clothing, one of whom was armed with a shotgun, attempted to enter an apartment on Pearne Street. As the resident of the apartment attempted to push them back outside he was shot once in the abdomen. The males then fled the scene on foot. During the struggle one of the males lost his mask and witnesses described him as being a black male. The victim was taken to Wilson Memorial Hospital. Binghamton Police recovered a hockey mask, as well as other evidence at the scene.Along with specific suspect information, Investigators would be interested in information from anyone who may have witnessed some or all of the incident, and / or observed the fleeing individuals.

BPD Burglary

On November 21st, 2005, a Burglary occurred on Binghamton’s South Side.
Sometime between 5:00pm and 9:00pm on that date, someone entered an unlocked window at a residence on Allendale drive, Binghamton, NY, and took items from that residence.
Among the items taken from the residence were one pair of Adidas sneakers, size 9, one pair of silver earrings, and two antique tennis bracelets.
It appears that the suspect entered the residence through an unlocked widow on the East Side of the residence and left through the back door.
A blue NY Yankees cap was found at the scene, apparently left by the perpetrator.

  BPD Fugitive Cindy Kovalefsky

The Broome County Government Security Case Integrity Unit has filed an arrest warrant for Cindy R. Kovalefsky charging her with Criminal Possession of a Forged Instrument in the second degree, a Class D Felony. She is accused of possessing and submitting to the Broome County Department of Social Services an Examination for Employability Assessment record, knowing that information contained in the instrument, including the signature of the treating Physician was forged. This incident occurred August 2004. Investigators have been unable to locate Kovalefsky since the time of this occurrence.On February 28 th, City Court Judge William Pelella issued an arrest warrant for Cindy R. Kovalefsky charging her with Criminal Possession of a Forged Instrument in the second degree, a Class D Felony. Kovalefsky is described as a white female, 5’4, and 190 lbs. with red hair. Kovalefsky’s last known local address was 965 Nanticoke rd, Maine, NY. Kovalefsky has used the alias of Cindy Compton in the past, and has an outstanding warrant for her arrest under that name for violating the conditions of her probation agreement. In September 2005 the Case Integrity Unit developed information that Kovalefesky was living out of a car or staying with acquaintances in the northern portions of Pennsylvania just south of the Broome County, New York border.

  JCPD Criminal Mischief

In the morning of 3/25/06 the Johnson City Police Department responded to a reported Criminal Mischief that occurred overnight at the Johnson City High School.  A motor vehicle apparently drove across the newly laid sod on a practice field used by the students at the high school causing damage to the field.   A photograph recovered from the surveillance camera at the school showed a two tone (dark over light) Chevrolet blazer or a GMC Jimmy causing this damage. The photo was taken at 1:40am.   It should also be noted that the vehicle sustained some damage when it struck a grass embankment, breaking the under-mounted spare tire away from the vehicle and leaving the tire and several car parts behind.   

The Vestal Police also received a similar complaint as to damage to their football field which occurred the same evening.

Binghamton PD Stabbing

At about 5:30pm on April 21, 2006, Binghamton Police Officers responded to the rear parking lot of the First Presbyterian Church, located at 42 Chenango St., to a report that a woman had been stabbed. Upon their arrival they were able to locate a female victim who had been stabbed or slashed on the arm. The victim stated the she had been walking through the parking lot when she came upon a Hispanic male and a Hispanic female that were hanging around in the parking lot. The victim and the second female then got into a verbal altercation, during which the male walked up to the victim and slashed her on the arm.

The two suspects then fled the scene on foot towards Chenango St.

The Description of the suspects as provided by the victim is as follows:

Male - a Hispanic male in his twenties, 5’6-5’7 tall, approximately 160-180 lbs. wearing a

black/red NY Yankees baseball cap, a long white T-shirt, blue jeans, and white

sneakers with an upside down letter “E” or an “M” on them.

Female - A Hispanic female in her twenties, about 5’ tall, long curly black hair, wearing a

White Tommy Hilfiger T-shirt with red, white, and blue lettering.

 
 
  JCPD Grand Larceny

On April 21, 2006 at about 1:15 PM, a grand larceny occurred at the Sprint store located in the Oakdale Mall in Johnson City, NY. The victim was shopping in the store when he inadvertently left his wallet on the sales counter.  When the victim returned he discovered that his wallet had been stolen.  The in store video surveillance camera showed a white male who appears to be wearing a grey t-shirt with some unknown writing on it, a dark baseball cap, and shorts and sandals.  The suspect also appears to have dark shoulder length hair.  The suspect then left the mall and used the victims MasterCard at the Price Chopper in the Foundry Plaza in Binghamton, NY, which was also captured on in store video surveillance cameras.

  Binghamton Police Dept. Fugitive

The Binghamton Police Department’s Detective Bureau has filed two Felony level arrest warrants for Kenneth L. Combs, charging him with Grand Larceny in the Third Degree, a Class D Felony, and Grand Larceny in the Fourth Degree, a Class E Felony. In November of 2005 Combs apparently stole mail from a mailbox on Binghamton’s West side and used the information from the stolen bank statements and VISA bills to assume the victims identity and steal thousands of dollars from her accounts with fraudulent charges.

Combs was able to steal more than $3,000.00 from the victims personal bank account, and also charged over $1,300.00 to the victims VISA account, mostly through Internet purchases.

The victim discovered the fraudulent charges on her accounts and contacted the Binghamton Police Department.

The suspect, Kenneth L. Combs, is a black male, 43 years old, 5’6”, and weighs 130lbs. He may reside on North St. in Binghamton, but has been seen in the West End Ave. area.

  Binghamton Police Dept. Missing Person

The Binghamton Police Department is investigating the disappearance of Bambi Lyn Madden, a 34 year old white female, who is missing from her west side apartment.  She was last seen at about 11:00pm, on Wednesday January 11 th 2006 at her residence.  She has no known vehicle, and left her residence on foot.

     On 01/11/06 at about 11:00pm, Bambi Lyn Madden left her Winding Way apartment, alone, to walk to a neighborhood convenience store. Madden never returned home and has not been seen since her departure.  A check of all available store videos showed she never made it to any of the area stores.  A check of all family and friends has not yielded any new information. Subsequent investigation did not yield any witnesses or information leading to Madden’s whereabouts or circumstances of her disappearance. 

Madden is married, and has three children and a grandchild.

Madden is about 5’7” tall and weighs 110 pounds with Blonde hair and blue eyes.

She was last seen wearing a South Pole Brand puffy coat, black jeans, and black Timberland boots.

Madden also goes by the name Bambi Griswold, Bambi Fiske, and Bambi Burns.

  JCPD- Robbery

  Shortly before 1:00pm on April 21, 2006, the Johnson City Police Department responded to a report of a robbery at the VanCott Jewelry Store in the Oakdale Mall, Johnson City, NY. 

  It was reported that at about12:40 PM a black male in his mid 20’s entered the Vancott Jewelry store, and after browsing through the store, forcibly stole a Rolex watch from the hands of a store clerk and fled the store.   The retail value of the watch was over $3500.00.

Photographs of the male were obtained from the in store security cameras. 

  

The suspect is described as being a black male, 6'1" tall, with a thin build, closely cropped hair, and with a tattoo just above his right wrist.

Binghamton PD- Larceny

On 05/29/06 at approximately 7:00pm, a white female and white male entered Wendy's Restaurant, located at 170 Main Street, Binghamton, New York. While inside the store, the white male created a disturbance.  While the others patrons attention was focused on the male, the white female stole a 69 year old woman's purse that was sitting on a chair next to the victim.  The white male and female then fled the restaurant.  The white male was described as a being in his twenties, wearing grey or green colored shirt and Khaki shorts.  The white female was described as being in her twenties, grey colored tank top, and tight grey pants.  The two fled the area possibly in a small white colored vehicle, newer model, with a rear fin.

JCPD- Suspicious Incident

On July 18th, 2006 at about 3:00 PM, The Johnson City Police Department received a complaint from a female who stated that while she was near a dressing room at a retail store located in the Oakdale Mall, she was approached from behind by an unknown male, who lifted her skirt and took a photograph under her skirt using a cellular picture phone. The victim turned around and confronted the male, who she describes as being a white male, unshaven, early to mid 20s, about 5'9" tall, thin build, with light brown hair in medium length dreadlocks covered by a dark colored bandana.  The subject was wearing glasses but may have been nonprescription sunglasses, a blue sleeveless shirt, blue jeans and dirty white shoes. 

Further investigation revealed the attached photos of the subject captured on store security video.  Our victim identified  the subject in the store video as being the same male who approached her near the dressing room.

Binghamton PD- Fugitive

On July 20th, 2006, City Court Judge Lehmann issued an arrest warrant for Paul A. Clayton, charging him with Criminal Possession of a Forged Instrument in the Second Degree, a Class D felony.

Clayton apparently entered a Charter One Bank with a check for $300.00 made payable to himself, and cashed the check.

Clayton did this knowing that the signature on the check had been forged.

The check is believed to have been stolen from a South Side address in early July of this year.

Binghamton PD Robbery

At about 9:15pm on Tuesday, August 1 st, 2006, a white male walked into the CVS Drugstore, located at 34 West State St., Binghamton, and attempted to buy a pack of cigarettes. The male told the clerk that he only had a $100 bill, so the clerk had to open her drawer to see if she could make change. While the clerk had the drawer open, the male walked around the counter and attempted to shove the clerk out of the way and take money from the register. The clerk was able to shut the drawer before the male took any money from it. The male then fled the scene.

Store surveillance cameras were able to capture the incident on tape.

The male is described as a white male, 6’ tall, medium build, with shoulder length brown hair, and a scruffy beard. He was last seen wearing a yellow T-shirt and khaki shorts.

  Binghamton PD- Fraud

  On August 2 nd 2006, a Woman lost her ATM/Debit card at an East Side Grocery store.

When she reported the loss to her bank, she was informed that there were five unauthorized transactions on her account, all made on August 7 th, for a total of $814.46.

The transactions were made at five different Southern Tier locations.

One of the transactions was captured by surveillance tapes at the Lowes on Upper Front street.

The video shows two males making a purchase at a register at 11:47 AM on 8/2/06.

 

Both Males appeared to be white males in their mid thirties, one male was wearing dark clothing, the second male was wearing all white.

Both males were wearing sandals.

Binghamton PD- Criminal Mischief

In the early morning hours of Sunday, September 23 rd, several parked vehicles were vandalized on Binghamton’s south side.

The Binghamton Police report that at least 12 Parked cars had their vehicles paint scratched, and in some occasions had obscenities actually scratched into their paint.

Police believe that the incidents occurred shortly after midnight. While the majority of the damaged vehicles were parked on Euclid St., there were also reports of damaged cars on Clarence St. and Newton Ave.

Binghamton PD Robbery

At about 10:35 PM on August 15 th, 2006, a Robbery was reported to have occurred at the Quickway, 306 Conklin Ave, Binghamton.

While the clerk was closing down the store for the night, a black male wearing a ski mask entered the store. The male then placed a bag on the counter and demanded that the clerk give him the money from the register. When the clerk hesitated, the male displayed the barrel of what appeared to be a handgun.

The male then fled the store with the money.

A second witness reported a vehicle leaving the area at a high rate of speed, heading towards Saratoga Ave.

The male is described as being a black male, about 5’4”, wearing a ski mask, a black hooded sweatshirt, and grey sweat pants.

Binghamton PD- Shooting

In the early morning hours of September 29 th, 2006, a shooting occurred in an apartment on Binghamton’s West Side. At about 2:30am on that date, a male had just gotten home to his second floor apartment on Harrison St, when he heard a knock at his door. As the male went to see who was at the door, a black male kicked in his door and charged at him. When the victim attempted the push the male from the apartment, the male shot him with what appeared to be a black handgun. The suspect then fled the apartment.

The victim received a gunshot wound to his hand. The suspect was described as being a black male, about 6’-6’2” tall with a skinny build.

He was wearing a Grey hooded sweatshirt and jeans. The victim was unable to provide Investigators with a possible motive for the shooting, or further information regarding the suspect.

Binghamton PD- Larceny

At about 12:15AM on October 11, 2006, a man used his ATM card to make a cash withdrawal from the ATM machine located in the lobby of the Citizens Bank, 247 Main St., Binghamton. After the man left the bank, he realized he had left his wallet behind. When he returned to the bank to retrieve his wallet, he found it strewn about on the ground outside the bank. Upon inspection he realized that his ATM card was missing from his wallet, as well as the PIN number he had written down and kept in his wallet. When the victim called the emergency number to have his card cancelled, he was informed that $906.00 of unauthorized charges had been made against his card at the Hess Mart, 61 Glenwood Ave., between the time he noticed his card missing and his return to the bank. A video surveillance camera at the bank captured the image of a white female, possibly in her early 20’s with a thin build, wearing a grey hooded sweatshirt, entering the lobby with the wallet.

Binghamton PD-Criminal Mischief

Since September of 2006, there have been at least 14 incidents of graffiti where the word “Nice” has been spray painted on buildings throughout the downtown area of the City of Binghamton.

The majority of the incidents have occurred along the Riverwalk on the Chenango River, and businesses that are near the river on both Front and Water Streets.

Among the businesses that were “Tagged” are the Regency Hotel and the Holiday Inn, as well as the Smith Barney Bank on Court St.

  Vestal PD- Fugitive

  On Tuesday, October 24 th, at 4:49PM, a Vestal Police Officer pulled over Michael Ruska on Route 26 for driving while his license was suspended. Ruska, who was aware that he had several warrants outstanding for his arrest, and despite the fact that his girlfriend and her two year old daughter were in the vehicle, fled the scene at a high rate of speed, endangering their lives, as well as other motorists. Ruska drove the vehicle into Pennsylvania and eventually fled the vehicle on foot, eluding police. Ruska is described as a white male, 23 years old, about 5’8, about 170lbs with black hair.

Ruska has several outstanding Felony Warrants for his arrest and has been seen in the Johnson City area.

BPD Fugitive Kevin Roon

On October 27 th of this year, City Court Judge William Pelella issued a Felony Arrest warrant for one Kevin M. Roon for Criminal Possession of a Forged Instrument in the Second Degree, a Class D Felony.

Roon apparently stole a check from another party, forged their name on the check, and made it payable to himself for $200. Roon then cashed the check at the Visions Federal Credit Union, located at 495 Court St. in Binghamton. A prior felony warrant had already been issued for Roon regarding his cashing a stolen check from another account on October 25 th at Partners Trust bank, 156 Robinson St, Binghamton. The fugitive, Kevin M. Roon is a white male, 41 years old, 5’8”, 155 lbs, with brown hair. Roon is believed to be living in the Friendsville, PA area

  Scanner Thefts

The Binghamton Police Department is investigating three related complaints of larceny that occurred on October 1, 2005. The thefts were at two CVS drug stores and one Eckerd Drug Store in the city of Binghamton. Four handheld scanner units, valued between $1,600 and $3,000 each, are missing. The “Symbol” brand scanners are dark gray and used by store personnel to record inventory and check prices.
In each case, store personnel reported the scanners to be missing. Upon review of the video surveillance, it was determined that in each case two black males between the ages of 18 and 35 years worked in concert to distract the store personnel and steal the scanners from the counter. One was dressed in dark colored clothing and one dressed in light colored clothing. Both were wearing baseball hats. They concealed the units in their clothing and left the store.
