From October 1, 2001 to March 30, 2002, Michelle E. Hymes resided at 1606 Tracy Street, Apartment 7, Endicott, New York, with her children. During that time period, Hymes accepted public assistance money, (welfare), to assist her with maintaining her home, raising her children and similar expenses associated with normal day to day living.

Part of Hyme’s eligibility for public assistance was based on the requirement that the father of the children, her boyfriend, did not reside in the same household that she was accepting benefits to maintain. In both the establishment of the eligibility for the public assistance and the continuing reception of benefits, Hymes indicated to a Department of Social Services Examiner that the boyfriend did not reside with her.

An Investigation by the Broome County Security Case Integrity Unit revealed that during the time period previously mentioned, Hymes’ boyfriend, the father of her children, had indeed resided in the same household with her. The investigation further revealed that Hymes fraudulently received a total of $5,213.00 in public assistance.

On August 1, 2002, Binghamton City Court Judge John T. Hillis issued a Warrant of Arrest for Hymes, charging her with Welfare Fraud in the Third Degree, a Class D Felony. Hymes has never been arrested on this warrant, and remains at large at this time.

Michelle E. Hymes is described as a female, black, 24 years of age, born June 12, 1978, 5’4" tall, 122 pounds in weight, brown hair and brown eyes. Her last known address was Tracy Street, Endicott.

Binghamton Crime Stoppers is offering a reward of up to $1000.00 for information which leads to the arrest and indictment of the individual(s) responsible for these crimes.
