Arrest information... On July 22, 2004 at around 9:00 AM, Binghamton Police Detectives arrested Edward M. Lovell of 240 Front Street, Binghamton, age 50, born June 1, 1954, and charged him with Reckless Endangerment in the Second Degree, a Class A Misdemeanor. Lovell is charged with discharging a small caliber firearm on the property of 240 Front Street, from which a round struck a dog being walked by a 52 year old Binghamton woman. This act created a substantial risk of physical injury to the woman. Lovell was arraigned in Binghamton City Court at 11:00 AM, and released pending further court proceedings. On Saturday, June 19, 2004, at about 5:00 PM, a 52 year old Binghamton, New York woman left her west side home to take her dogs for a walk. Accompanying her was a 7 year old girl, who was the daughter of the man that the woman resides with. They loaded three dogs, on leashes, into the womans vehicle and drove to McDonald Avenue. After parking on McDonald Avenue near the gated access to the Chenango River floodwall, the woman and girl began walking the three dogs north along the earthen embankment. When they arrived at a grassy area on the west side of the floodwall, the leashes of the dogs accidentally became entangled with each other. In order to undo the problem, the woman let go of the leash of one of the dogs, a large mix breed. The dog walked about 8 feet away from the group when suddenly a loud gunshot rang out. Hit in the head with a bullet, the large dog began to yelp in pain and bleed profusely from the mouth. It was able to make its way back to the womans car. Concerned for not only the welfare of the injured dog, but also for the safety of herself, the child and two other dogs, the woman hustled them all back to her car and quickly departed the area. The dog was taken to an "on call" Veterinarian for emergency treatment. It appears that the dog will make a full recovery from the shooting. The attending DVM stated that the bullet entered the dogs head just below the left eye. She stated that the circular entrance wound was about 1 centimeter in diameter. Based on various factors, a decision was reached to leave the bullet in the dogs head. Binghamton Police were notified of the incident and responded to the scene of the shooting, initiating an investigation. The woman said that grassy area where the incident occurred would be approximately parallel with 238 - 240 Front Street. It would be 450 to 500 feet out from the rear of the houses. There is a fence and overgrowth of trees and foliage between the grassy area and the Front Street properties. It appears that the bullet may have come from the direction of the houses. Additionally, the woman said that when she reached her car on McDonald Avenue, a man walked up to her and asked, "Did you get shot, was someone hurt?" She thought this man, described as white, age in 30s, thin build with very short light hair, may have lived on McDonald Avenue. The woman felt strongly that this man was not a suspect. Neither the woman nor 7 year old girl were injured in this incident. Binghamton Crime Stoppers is offering a reward of up to $1000.00 for information which leads to the arrest and indictment of the individual(s) responsible for these crimes. |
