Suspect

Fugititve, Antoinette Reynolds

For 6 months, from December, 2003 through May, 2004, a woman fraudulently received public benefits from Broome County, New York, Social Services. The woman, identified as Antoinette D. Reynolds, deceived Social Services and reported to them in December 2003 that she was residing in an Endicott, New York apartment building. Additionally, Reynolds reported that she had a child living with her. To support her claims, Reynolds filed a “Landlord Form”, which bore the signature of her landlord and affirmed the residential information. As a result of the information given to Social Services, Reynolds received public benefits for 6 months, until May, 2004.
An investigation by the Broome County Security, Case Integrity Unit, revealed that Reynolds was not eligible for the benefits she had received. Reynolds was not residing at the Endicott address, and did not have a child residing there with her. The investigation further revealed that the Landlord Form which she submitted had been forged, and a fictitious landlord’s name had been signed to the document by Reynolds. In all, Reynolds had illegally received $3,283.72 in public benefits from Broome Social Services.
Efforts to locate Reynolds were unsuccessful so on October 7, 2004, City Court Judge David F. Crowley issued two Warrants of Arrest for Reynolds, charging Welfare Fraud in the Third Degree, and Criminal Possession of a Forged Instrument in the Second Degree, both Class D Felonies. Reynolds has never been arrested on those charges and remains at large at this time.
Antoinette D. Reynolds is described as a black female, 35 years of age, born April 20, 1969, 5’4” tall, 180 pounds in weight, brown eyes and black hair. Reynolds has also used the name of Theresa Walker. Reynolds may have fled the area, possibly going to New York City or Elmira, New York, or possibly North Carolina.

Binghamton Crime Stoppers is offering a reward of up to $1000.00 for information which leads to the arrest and indictment of the individual(s) responsible for these crimes.
