BPD Fugitive Miguel Diaz

On May 19, 1994, then 27 year old Miguel Diaz of Paterson, New Jersey, was convicted in the Passaic County, New Jersey, Superior Court of Endangering the Welfare of a Child. The charge is a result of Diaz engaging in sex with a 13 year old girl. Part of Diaz’s sentence included 4 years probation from the date of the conviction.
On October 6, 2000, Diaz was convicted in Passaic County for Burglary and sentenced to 0 to 4 years in Prison. Diaz served two years before being released on December 30, 2002.
Sometime after that, Diaz left New Jersey and moved to Binghamton, New York. Megan’s Law, enacted in 1996, mandated that any individual on Probation or Parole for a sexual offense as of the date of passage into law, was to be included in the Sexual Offender Registry. This meant that Diaz had to be registered in the New York Sex Offender Registry. It was determined by the New York State Department of Criminal Justice Services that Diaz was a Level 3 Offender, the highest risk to a community. Diaz reported to DCJS that he would be residing at 327 Main Street, Binghamton.
In November of 2003, it was discovered by the Binghamton Police Department that Diaz was not residing at 327 Main Street, and had not notified the Police or DCJS of any address change. Efforts to locate Diaz were unsuccessful, and so on November 11, 2003, Binghamton City Court Judge John T. Hillis issued a Warrant of Arrest for Diaz, charging him with Failure to Comply with the New York State Sex Offender Registration Act. Diaz has never been arrested on that Warrant, and remains at large at this time.
In addition to the Arrest Warrant, there are two other outstanding Bench Warrants for Diaz. Both of these Warrants are based on a July 5, 2003 incident, in which Diaz was arrested for shoplifting frozen shrimp and other items from the Giant Market, 160 Robinson Street, Binghamton. At the time of his arrest, Diaz was found to be in possession of Marihuana. The Warrants were issued by Binghamton City Court when Diaz failed to follow through with Court directed appearances.
Manuel Diaz is described as a white male, 5’6”, 170 pounds, 40 years old, born April 10, 1964, brown hair, brown eyes. Diaz also uses the name Manuel Vega-Diaz
